The Teoumaville Community Bylaws (Annex 3) are the rules we live by to ensure safety, respect, and order for every household. These laws apply to all residents of Stages 1, 2, and the surrounding areas.
These rules ensure that Teoumaville remains a peaceful environment for families.
Article 12 & 18 (Public Behavior): Abusive language, drunk and disorderly conduct, and riotous behavior are strictly prohibited.
Article 24 (Clothing Code): Residents must dress to standard in public; specifically, trousers must be pulled up to the waistline.
Article 28 (Noise Control): No loud music or noise after 9:00 PM. Special events (weddings/funerals) require a permit (2,500VT) from the Council.
Article 34 (Gambling): Betting for money (e.g., "Seven Lock" or "Bingo") is prohibited in both public and private spaces.
To protect our lives and property, the following acts are criminalized under community law:
Article 7 & 9 (Violence): Intentional assault and threats to kill are major offenses.
Article 13, 16 & 17 (Property): Theft, unlawfully entering a dwelling house, and criminal trespass are strictly enforced.
Article 20 (Illegal Substances): The possession, cultivation, or selling of marijuana is strictly forbidden.
We take pride in the cleanliness and health of our community.
Article 19 (Waste Management): Illegal dumping or unauthorized disposal of waste in public places is prohibited.
Article 21 (Animal Control): All livestock (pigs, cows, goats) must be fenced. Owners are responsible for any damage caused by their animals.
Article 22 (Dangerous Dogs): Owners of "vicious or dangerous" dogs must keep them confined. If a dog bites a person, the owner is liable for a fine.
Article 25 (Speed Limit): For the safety of our children, the speed limit within residential areas is less than 30 mph.
Article 26 (Road Obstruction): No person shall block the road or hinder the movement of vehicles or pedestrians.
The Council of Chiefs and the Community Safety Team (CST) are responsible for enforcing these articles.
Standard Penalties: Most minor offenses carry a penalty of 5 Mats or 10,000VT or 10 hours of community work.
Repeat Offenders: For second or third offenses, penalties will increase significantly.
Refusal to Pay: Under Article 31, if an offender refuses to pay a penalty ordered by the Chiefs, the Council will support the victim in filing a formal complaint with the Vanuatu Police.
Aiding and Abetting: Assisting someone else in breaking these laws is also an offense (Penalty: 5 Mats or 10,000VT).
Annual Community Fee: 1,000VT per household.
Chief Council Seating Fee: 1 Mat or 3,000VT (payable before a dispute hearing begins).
